O objetivo geral deste trabalho foi inferir se existem barreiras na Academia da Força Aérea que dificultam a implementação do ensino por competências conforme orientado pela ICA-37-863. A metodologia empregada foi um estudo de caso único, exploratório e analítico, com aplicação de questionários a cadetes, docentes e à Comissão de Elaboração de Desenho Curricular. Os resultados indicaram que a maioria dos cadetes aceitou positivamente as metodologias ativas, destacando sua eficácia na compreensão dos conceitos e no aumento do engajamento e motivação. No entanto, as respostas dos docentes revelaram obstáculos significativos, como resistência cultural e falta de capacitação adequada. Ainda, a infraestrutura inadequada foi citada como uma barreira importante para a implementação eficaz das metodologias ativas. A análise demonstrou que, embora haja um reconhecimento geral da importância das metodologias ativas e do ensino por competências, existem desconexões entre o conhecimento teórico e a prática. A resistência dos docentes, a falta de recursos adequados e as barreiras culturais e institucionais exigem um esforço coordenado para serem superadas. Concluiu-se que, para modernizar efetivamente o currículo e as práticas pedagógicas na AFA, é necessário um enfoque holístico que inclua capacitação contínua dos docentes, melhorias na infraestrutura e uma cultura institucional que valorize a inovação pedagógica. Essas ações são essenciais para preparar os cadetes para os desafios contemporâneos da aviação militar. Este trabalho oferece uma base sólida para futuras iniciativas de reforma educacional na AFA, facilitando a adaptação às demandas contemporâneas e garantindo uma formação de alta qualidade para os cadetes.

The general objective of this work was to infer if there are barriers at the Air Force Academy
that hinder the implementation of competency-based education as directed by ICA-37-863.
The methodology employed was a single, exploratory, and analytical case study, involving the
application of questionnaires to cadets, instructors, and the Curriculum Design Commission.
The results indicated that most cadets positively accepted active methodologies, highlighting
their effectiveness in understanding concepts and increasing engagement and motivation.
However, the responses from instructors revealed significant obstacles, such as cultural
resistance and lack of adequate training. Additionally, inadequate infrastructure was cited as
an important barrier to the effective implementation of active methodologies. The analysis
demonstrated that, although there is general recognition of the importance of active
methodologies and competency-based education, there are disconnects between theoretical
knowledge and practice. The resistance of instructors, lack of adequate resources, and cultural and institutional barriers require a coordinated effort to be overcome. It was concluded that, to effectively modernize the curriculum and pedagogical practices at the AFA, a holistic approach that includes continuous training of instructors, improvements in infrastructure, and an institutional culture that values pedagogical innovation is necessary. These actions are essential to prepare cadets for the contemporary challenges of military aviation.
