Com o objetivo de analisar de que maneira a reestruturação influenciou nos sistemas organizacionais da FAB, foi adotada a metodologia de pesquisa bibliográfica, documental e qualitativa, com uso de um questionário. Utilizou-se o referencial teórico das teorias administrativas, relacionado com estratégia, estrutura organizacional e Organização, Sistemas e Métodos (OSM). Para atingir o objetivo geral foram utilizados três objetivos específicos: foram elencadas as legislações da reestruturação e estratégia entre os anos de 2016 a 2021, quanto à menção a estruturas e sistemas; identificados os sistemas vigentes antes da reestruturação, em 2015, e depois, em 2023, a partir dos ROCA (regulamentos) de ODGSA; e verificado se o EMAER dispunha de legislação listando os sistemas do COMAER, após o aprimoramento da reestruturação. Os dados observados a partir dos referidos objetivos específicos mostraram que as diretrizes de reestruturação DCA 11-53, 19-5 e 19-6, a Concepção Estratégica Força Aérea 100, PEMAER e SPGIA sugeriram atualização de sistemas; foram constatadas inclusões, exclusões, permanência e outras alterações de sistemas nos ROCA; e verificou-se com o EMAER a inexistência de legislação listando sistemas, mas presença da ICA 700-1 tratando de normatização de sistemas. Assim, com base nesses dados, a conclusão da pesquisa foi de que a reestruturação influenciou nos sistemas organizacionais da FAB, por meio do estabelecimento de estratégias, trazendo propostas de atualização de sistemas em suas diretrizes, pelas alterações de sistemas constantes nos regulamentos de ODGSA, e pelos estudos do EMAER que levaram à normatização de sistemas Ver menos

Abstract: In order to analyze how the restructuring influenced the FAB's organizational systems, a methodology of bibliographical, documental and qualitative research was adopted, using a questionnaire. The theoretical reference of administrative theories was used, related to strategy, organizational structure and Organization, Systems and Methods (OSM). To achieve the general objective, three specific objectives were used: the restructuring and strategy legislation between the years 2016 to 2021 was listed, regarding the mention of structures and systems; identified the current systems before the restructuring, in 2015, and then, in 2023, based on the ROCA (regulations) of ODGSA; and verified whether EMAER had legislation listing the COMAER systems, after the improvement of the restructuring. The data observed from the referred specific objectives showed that the restructuring guidelines DCA 11-53, 19- 5 and 19-6, the Air Force 100 Strategic Conception, PEMAER and SPGIA suggested updating systems; inclusions, exclusions, permanence and other system alterations were found in the ROCA; and it was verified with the EMAER the lack of legislation listing systems, but the presence of ICA 700-1 dealing with standardization of systems.
