A Estratégia Nacional de Defesa (END) dispõe sobre a necessidade de fortalecimento da Base Industrial de Defesa (BID). O arcabouço normativo de fomento não se limita aos documentos de defesa, mas também, legislações que necessitam ter seu impacto avaliado. Sendo assim, a presente pesquisa objetivou analisar de que maneira o advento das contratações logísticas, por meio do pregão eletrônico internacional (Dec.10.024/19), impactou a BID nacional, a partir de 2020, no âmbito do Comando Geral de Apoio (COMGAP). A pesquisa caracteriza-se como descritiva e os meios técnicos adotados para seu desenvolvimento foram: pesquisa bibliográfica, documental, consultas à base de dados governamentais, técnicas de levantamento de dados e tabulações por meio de gráficos, sendo possível atingir os objetivos específicos delineados, sob à luz dos referenciais teóricos abordados. Estes consistiram na Estratégia de Governo Digital (EGD) e a Teoria do Poder Estrutural que estende um olhar das Relações Internacionais à influência da utilização de quatro estruturas: finanças, conhecimento, tecnologia e segurança, para projeção de Poder Nacional Dessa forma foi possível descrever as empresas que compõem a BID, verificar o comportamento das contratações logísticas da FAB do período da entrada em vigor do Decreto até maio de 2023 e, a partir da análise dos vencedores dos pregões realizados pelo CELOG, confirmar a hipótese da pesquisa e concluir que o pregão eletrônico internacional impactou a BID, fortalecendo-a, à medida que resultou no aumento de contratações logísticas, não só com empresas credenciadas como ED/EED, mas com empresas brasileiras em geral. Abstract: The National Defense Strategy (NDS) provides for the need to strengthen the Defense Industrial Base (DIB). The normative framework for development is not limited to defense documents, but also legislation that needs to have its impact evaluated. Therefore, the present research aimed to analyze how the advent of logistical contracting, through the international bidding process (Dec.10.024/19), impacted the national DIB, from 2020, in the General Support Command (COMGAP). The research is characterized as descriptive and the technical means adopted for its development were: bibliographical and documentary research, consultations with governmental databases, data collection techniques and tabulations through graphics, making it possible to achieve the specific objectives outlined, under the theoretical frameworks addressed. These consisted of the Digital Government Strategy (DGS) and Theory of Structural Power, which considers International Relations are influenced using four structures: finance, knowledge, technology and security, for the projection of National Power. It was possible describe the companies that make up the BID, verify the behavior of the FAB's logistics contracting from the period when the Decree came into force until May 2023 and, based on the analysis of the winners of the bids held by CELOG, confirm the research hypothesis and conclude that the international bidding process impacted the DIB, strengthening it, as it resulted in the increase, not only of accredited companies such as ED/EED, but of Brazilian companies in general.
